Mary Evelyn "M.E." Perrott was born on 09 March 1920 in Newburgh, Orange County, New York, United States of America to parents David J. Perrott and C. Evelyn Pope. She died on 27 March 2012 in Newburgh, Orange County, New York and is buried at Cedar Hill Cemetery and Mausoleum in Newburgh, Orange County, New York. She lived in Newburgh all her life.
When she was 27, she married Walter Hugh Whitehill Jr., son of Walter Hugh Whitehill and Cornelia Ruth Belknap, in 1943. The had four children. She was an active volunteer in the community while raising her family.
She attended Wells College where she studied watercolors. In the 1960's she earned her Masters in Library Science at SUNY (Albany) and then worked for the Newburgh Free Library and West Street School Branch until retiring in 1985.
She then devoted her time to her art, becoming a prolific painter, especially of Newburgh and the Hudson River Valley area. She opened her own art gallery in 2009.
