James was born in 1817. He was the son of Henry Perrott and Anne Doddrell. He passed away in 1877 in Bristol. James was buried at the city's Arnos Vale Cemetery.

When he came of age he was apprenticed to a watchmaker in Bristol, having moved there earlier with his widowed mother and brothers
