Francis was born in around 1697 to John and Mary (Partridge) Person in Isle of Wight, the British Colony of Virginia. He would marry Mary Turner, the daughter of Simon Turner. Together Francis and Mary would have the following twelve children:

Francis Person's father, John Person II, was handed part of a Virginia Land Grant of 1,100 acres when he was but five years old. Once an adult, as a British Loyalist and member of the Church of England, John obtained seven more British Land Grants, making him quite wealthy. When John died he willed his properties to his children. Francis received what was considered one of the best properties even though he was his father's third son. It has been speculated that since the property was his grandparent's and he was the namesake of his grandmother Frances who favored him, Francis was given that property.
Like his father before him, Francis accumulated property, including slaves, and was a planter. He would pass away in around 1758 at the age of about 61 years.
