Timothy Phelps was born in Windsor, Connecticut in 1656 to Samuel Phelps and Sarah Griswold.  The family soon moved to Poquonock, which today is part of Windsor. Timothy first settled in Simsbury, Connecticut as an adult and removed to Hartford about the time of his second marriage in 1690. His death is variously reported as Oct 26 1696, 1711, 1713. According to the Phelps genealogy, his will was dated 28 March 1712 and probated 5 May 1714.  Barbour gives his date of death as 1714.  Letters of Administration were issued to Sarah Phelps, relict of Tim Phelps. At this time, he had seven daughters and one son. 
Timothy was married to Sarah Gaylord, daughter of Walter and Sarah (Rockwell) Gaylord, on 18 November 1686. She was born 13 April 1665 and died 10 November 1689.

Timothy's second wife was Sarah Pratt, daughter of Daniel Pratt. She was born in Hartford, Connecticut in 1662. She died at 96 years of age on 18 February 1758. They were married 13 November 1690.
