Phelps-70 and Phelps-71 appear to represent the same person because: The Tewkesbury parish registers show only one Mary Phelps belonging to this family.
There are no baptisms recorded in the Tewkesbury parish registers for this date. The image is very clear. The date given as death is the baptism date of the other Mary Phelps attached to this family. I will repropose the merge to the other Mary as the evidence points to there being only one child of this name in the family.
