Max Phillips and his wife Leah were born in Poland, in a partition that was part of Russia at the time. Their first children, Betsy and Emma (and maybe Philip), were born in Germany in the 1880s but by 1890 the family was living in Manchester, where they had more children.
The UK Census of 1901 [1] shows the family living at 6 Davison St, Manchester, Lancashire. The father's occupation is listed as Shoemaker and his forename is Marks.
In the UK Census of 2 April 1911 [2] the family is living at 24 Lord St, Cheetham, Manchester, Lancashire. The father's occupation is Boot Repairer and his forename now Max.
It seems likely that when the family came from Germany to a Jewish neighbourhood of Manchester they adopted the local name Phillips in place of their Polish name. I haven't been able to find any record of them before the 1901 Census.
