Iowa was born on December 11, 1886 at Huntsville in Scott County, Tennessee. He was the son of Ewell Phillips and Texas L ( Thompson ) Phillips . He married Laura Strunk on February 11, 1905 at Huntsville in Scott County. Iowa worked as a coal miner, he passed away from arteriosclerosis, hypertension and coronary occlusion at his home in Helenwood, Scott County.

PHILLIPS, IOWA – age 70, passed away at 1:30 a.m. Sunday morning at his home near Huntsville following an illness of 2 years. He was a member of the Paint Rock Baptist Church and had many friends in the community. He is survived by 3 sons: L. C. and A. V. PHILLIPS of Huntsville, JAMES PHILLIPS of Molus, Ky.; 2 daughters, Mrs. EZRA SEXTON of Oneida, Mrs. TALT KING of Huntsville, 23 grandchildren and several great grandchildren. Funeral services were conducted from the Paint Rock Baptist Church at 10 a.m. Monday with the Revs. L. M. JEFFERS and ALBERT CHITWOOD officiating. Burial followed in the Baldy's Knob Cemetery.
