According to familysearch.org and ancestry.com he was the son of John Phillips and Frances Garland.
He married Mercy Woodbridge in 1745 in Mass. cit
Their son's name is Norton Woodbridge Phillips. Mercy's mother's name was Elizabeth Norton Woodbridge.

It appears that he married Mercy's niece after Mercy died.
I have no idea what Henry did. For his 80+ years, I have found nearly nothing. My guess, like many in this branch of the family, he was in shipping.
