Biography
Chloe A. Phillips was born on September 5, 1884 in Carroll County, Georgia.[1] She was the daughter of Henry N. Phillips and Martha. [2][1] Chloe married W. J. Scoggins on December 16, 1903 in Denton County, Texas.[3] She died on June 11, 1975 in Sherman (Grayson County), Texas. [1]
