The 1940 Census shows that Charles is married, but living with his brother. He moved a few times between Arkansas and California, and his WWII draft card gives W.B. Phillips as his contact person. None of his siblings have those initials, which makes me wonder if that isn't a second wife. Charles passed away in 1955 in California.
