Francis was born on 24 May 1860 in Starigrad, Starigrad, , Croatia. He was the son of Vinko Plancic and Katherine Vlahovich.^[1]

Naturalization as a Citizen: 1878.

When Francis was 25 he married Annie G McGoldrick on 26 January 1886 in Portland, Multnomah, Oregon.^[2]
