James was born about 1816 in Plymstock, Devon. He is the son of Thomas Pope and Elizabeth Cundy.

In 1841, he was age 22 with his brother Henry age 25 and Henry's wife Caroline and infant daughter Caroline in Turnchapel, Plymstock, Devon.[1]

James received his Certificate of Competency as a "Master in the Merchant Service" on June 9, 1851 when the issuing port was Liverpool, Lancashire and on June 6, 1855 when the issuing port was Plymouth, Devon.
