Rowland was born in 1751 in Lebanon, Connecticut, the oldest son of Rowland Powell Sr. and Mary Ann Richardson[1]. In 1773, he married Mary Janes, perhaps in Windsor County, Vermont (the marriage is not recorded in the Lebanon records, so is presumably after the Powells moved to Vermont).
Rowland served in Vermont in the Revolutionary War with his father and two brothers (Luther and Calvin). All four were on the Pay Roll of Captain Joshua Hazen's Company (under Col. Woods Regiment) that marched to Brookfield in the alarm of Oct. 1780[2].
