George was born in 1863^[1] in Belton, Lincolnshire, England. In 1871 he lived with his widowed father, Henry Powell, on the High Street in Epworth, Lincolnshire.^[2]

At the time of the 1881 census, George worked for the Parr family in Epworth as an indoor farm servant.^[3]

In 1886 George married Ruth Harriet Clarke-Winter.^[4] The family lived in Eastrington, Yorkshire, in 1891, when George worked as a railway plate layer.^[5] By 1901 they had moved to Epworth and George worked as a farm labourer.^[6][7]
