Dorothy was born in Rupert, Idaho and earned a teacher's certificate from the Idaho State Teacher's College. She met and married Noel Franklin while teaching business skills at the University of Idaho. The couple worked in the shipyards in Astoria, Oregon during the Second World War. After the war, they moved to Eureka, California and then to Seattle, Washington. In Seattle, Dorothy owned and operated Harbor Marine Boat Sales while her husband operated a boat in the Bering Sea. They had two daughters - Penny and Jill.
After her husband died in 1968, Dorothy concentrated on insurance for the Alaska fishing fleet. She married Chester Hall in 1973. They bought and managed the Alaska king crab vessels Yankee Clipper and Sea Clipper.
