Oliver was born in 1865 in the Strand, London, the son of Samuel Webb Pullen (~1827 - ) and Elizabeth Ann (King) Pullen (~1828 - ).[1]
1871 Census on the 2nd April 1871 Oliver was living at 42 Frith Street, St Anne Soho, London with his parents Samuel and Elizabeth, and his siblings Charles, Mary, Samuel and Emily.[2]
1881 Census on the 3rd April 1881 Oliver was living at Heathrow, Harmondsworth, Middlesex with his parents Samuel and Elizabeth, and his siblings Maria Elizabeth, Clara and Hephzibah.[3]
Oliver married Louisa Elizabeth Norman (1861 - ) on the 19th June 1888 at the Parish Church of Emmanuel, Paddington. Her father Thomas Norman was fruiterer, and she was living at 494 Harrow Road, Paddington, Middlesex. Oliver was living at 24 Famoy Road, Paddington, Middlesex and his father, Samuel Webb Pullen, was a market gardener. The witnesses were Charles King a relative of Oliver's mother, and Louisa's sister Jane Rosina Norman.[4]
1891 Census on the 5th April 1891 Oliver an agricultural labourer, was living in Harmondsworth, Middlesex with his wife Louisa, and their children Louisa Grace and Edwin. Next door, Oliver's parents Samuel and Elizabeth were living with their children Maria Elizabeth, Clara and Hephzibah.[5]
1901 Census on the 31st March 1901 Oliver a market gardener labourer, was living in Caius Lane, Harmondsworth, Middlesex with his wife Louisa, and their children Edwin, Mary, Laura and Florence. Almost next door, Oliver's widowed mother Elizabeth, was living with her daughter Hephzibah and her husband Henry and their children Hephzibah and Henry.[6]
1911 Census on the 2nd April 1911 Oliver a greengrocer, was living at 24 Medbury Street, Kentish Town, Middlesex with his children Edwin, Mary, Florence and Walter.[7]Oliver's marriage to Emma Paddon was registered in the Apr-May-Jun quarter of 1921 in the St George Hanover Square district, London.[8]
In the 1921 census Oliver (age 55), Carman, was the married head of household at 6 St James Gardens, St Pancras, London & Middlesex, England.[9]

Oliver died aged 69 in 1934 in Stepney, Middlesex.[10]
