Albert was born about 1818, apparently in North Carolina. He later moved to Baltimore, Maryland.
The surname has been found as both Ramsay and Ramsey.
In 1839 he married Agnes Clazey at Baltimore. Two years later, he was working as assistant engineer on the steamship "Medora", on its maiden voyage in Chesapeake Bay, when the boiler on the ship exploded. A newspaper report listed among the injured: "ALBERT RAMSAY, engineer of the boat, injured, as was also the assistant engineer -- but not dangerously." Albert survived the explosion and lived until 1862.
His burial showed the surname as "Ramsey" instead of "Ramsay".
