William DeVelcourt Rawlins was born on 7 Oct 1846 in Guilford, Jo Daviess, Illinois, United States, son of James Dawson Rawlins (1801–1893) and Louvisa Jane Collier (1803–1891).
In 1850, William was living in Mill Creek, Jo Daviess, Illinois.
William died on 19 Nov 1928 in Gainesville, Alachua, Florida, United States, aged 82. He was buried in Scales Mound Township Cemetery, Scales Mound, Illinois.
