Rosa was baptised at the church of Christ Church, Albany Street, in the St Pancras area of London on November 6, 1870 (alongside her younger brother Ernest Albert Labrict Richter). She grew up in St Anne Soho, London, Middlesex, England.[6]

She used the stage name Zazel and was an English aerialist and actor who became known as the first human cannonball at the age of 14. She began performing at a very young age, practicing aerial stunts like tightrope walking in an old London church. She took up ballet, gymnastics, and trapeze by the time she was 6 and, at 12, went on tour with a traveling acrobat troupe. In 1877, she was the first person to be fired out of a cannon, in front of a large crowd at the Royal Aquarium.
Marriage
She married George Oscar Starr around 1884.[7][8][9] However, their marriage was registered in Salem, Essex, Massachusetts, United States on October 14, 1912.[3][10][11]

Her date of birth was recorded when she was baptised, at the age of 10, as 7 April 1860. One might think this date, recorded presumably in the presence of her parents, more reliable than a date derived, if I understand the discussion on the Wikipedia page correctly, from a document produced much later in life.
The name "Labrict", which seems to have been given to her brother is interesting, because her father named his father as Lebrecht Richter when he married.
I have no particular knowledge, but it seems to me that Rosa used the surname Starr even before her formal marriage, and that it was her usual surname in later life. She did carry on using Richter as part of her name, which was distinctive.
