William was born in 1872 in Illinois.
He was the son of Frank Rockwell and Helen Kendrick. His father served with the 22nd Wisconsin, also known as the "Abolitionist Regiment", during the Civil War.
He passed away in 1923 and is buried at Oak Hill Cemetery in Lake Geneva, Wisconsin.
