Frank was born in 1890. He was the son of Charles F. Rockwell and Emma Perry.
On 5 July 1913, in Chelsea, Suffolk, Massachusetts, 23-year-old Frank, a typewriter repairer, married Émilie Léger, a weaver 25 years of age. [1]
On 5 June 1917 Frank signed his World War I draft registration card. At the time Frank was 27 years old and working for the Remington Typewriter Company at 150 Congress St. In Boston. He was tall and stout, had blue eyes and grey hair. He and Émilie had one child and were living at 116 Hawthorne St, Chelsea, Massachusetts. [2]
