James was the son of Henry and Paulina (Powell) Rogers, and the brother of Roy, George, William, Linda, and Bessie. His father was a farmer in Jackson County, Kentucky. He died when George was about 11 years old, and his mother took over the farm with the help of her sons.
James served in the US Army during the Korean War. He was the husband of Sarah and the father of Arlie and James E. Rogers.
