Francis was born in 1873. He was the fourth son of William Rolleston and Elizabeth Brittan. His father was the last Superintendent of the Canterbury Province.

He lived with his family at Linwood House[1].

From 1880 to 1884, the Rolleston family lived in Wellington.

Frank was educated at Christ College Grammar School in Christchurch, where he was a Boarder. Considered by his father the most able of his sons, Frank was to go to on to Oxford University in England, but finances in the family were tight, and so this was not possible. Instead he attended the University of Canterbury, from where he graduated with a BA and LLB.

He married Mary Winifred Blair (the daughter of Horatio Douglas Blair) on 3 March 1908 in Timaru.

They went on to have at least six children:

  1. Mary Elizabeth (b. 1909)
  2. Rosamond (b. 1910, d. 1980)
  3. John William (b. 1912, d. 1993)
  4. Margaret (b. 1914, d. 1979)
  5. George Lancelot (b. 1916, d. 2001)
  6. Rachel Fane (b. 1919, d. 2010)

His name was published in the New Zealand, World War I Army Reserve Rolls (1916-1917). He was a Solicitor of 40 Le Cren's Terrace, Timaru at the time.

He was the Mayor of Timaru from 1921 to 1923.

Frank was a Cabinet minister, being the Minister of Defence, Minister of Justice and Attorney-General from 1926 to 1928 in the Reform Government of New Zealand.

He was awarded the King George V Silver Jubilee Medal in 1935, and the King George VI Coronation Medal in 1937.

In the 1938 NZ Electoral Rolls he was recorded at 25 Le Cren's Terrace, Timaru with his wife. He was a Solicitor.

His wife Winifred died in 1942.

He passed away in 1946 at the age of about 73.
