William was born on 6 April 1779, Shoreditch, London, England. He was the son of James Rondeau and Mary Vigo.

William was a pioneer preacher who sailed from England to America in 1819, where they traveled west to Golconda, Illinois. Here they settled on Rondeau Island in 1830 with their surviving children, amidst the waters of the Ohio, and a part of Livingston County Kentucky.
He began preaching soon after he arrived, and continued until his death in 1852. He was an able and useful but very eccentric man.
William Rondeau was reportedly a slave owner, and lived some years in New Orleans, Louisiana, while his wife managed the Rondeau estate. In correspondence with his wife, William Rondeau named two slaves; Philip and Patience. Ann Rondeau named five slaves, Toby, Peter, Sam, Eliza and July in her will, dated 5 June 1860, recorded 1 August 1866 Livingston County, Kentucky.
