John Charles Rouse was born in around 1846, the son of Charles Thomas and Sarah T. (Snider) Rouse, in Sumpter, Sauk County, Wisconsin, where he was raised.
At some point prior in 1876, when he was almost 30 years old, on April 1, 1876, John married Eva Charlotte (Unknown) Peterson, in Kansas. Charlotte as she was called was a widow with three children who John would adopt. She and her first husband were immigrants from Sweden. They would settle in Beaver Township, Republic County, Kansas, and have two daughters:

Sarah E. (Rouse) Swepston (1882-1967)
While in Kansas John worked as a farmer to support his family. By 1900 John and Charlotte had relocated and were living in Southern California where they would live out their years. John passed away in 1917 at about 71 years of age while Charlotte lived on until 1922 when she died at about 83 years old. Both John and Charlotte's bodies are buried in the Olivewood Cemetery in Riverside, Riverside County, California.
