Clarence Rouse was born on May 29, 1892 in Springwater, Livingston County, New York, United States, son of William Rouse (1860–1935) and Anjennett Gillespie (1852–1924).

Clarence died on May 8, 1967 in Geneva, Ontario County, New York, aged 74. He was buried in Joslyn Cemetery, Phelps, Ontario County, New York.[2]
