William Wallace Rowe was born in 1836 in Ohio, United States. He was the son of Ransom Rowe and Alzina (Bailey) Rowe. He married Juliann McKinney (Roderick) Rowe. He enlisted during the Civil War on March 1, 1862. He was a member of the Company D 17th Iowa Infantry with his brother Ransom Willis Rowe. He was promoted to Corporal on January 1, 1863. He died on August 28, 1863 in Keokuk, Lee, Iowa, United States.
