François was born about 1785 in Green Bay, in the British Province of Quebec in what is now Brown County, Wisconsin. He was the son of Joseph Roy and Marguerite Oskinanotame. He was 50% Menominee ancestry through his mother.
In an affidavit taken in 1839, "Francis Roy being first sworn says that he is of the age of about Fifty four and has lived in the neighborhood of the Portage of the Fox & Wisconsin Rivers for twenty five years & was born at Green Bay." (Waggoner, 41a)
Jipson (256) says that Therese, the daughter of Therese L'Ecuyer, married Francis Roy. “Of the sisters [of Old Decorah], three married Indian husbands; one married a trapper named Dennis D. Riviere, and afterwards to Perrish Grignon; the other to John B. L’Ecuyer, the father of Madame Le Roy.” (de la Ronde, 347)
