Biography

Franklin was born in 1906. He is the son of Elliott Rucker and Ethel Glenn. In 1939 he married (1) Mabel Ellen Beck. ^[1] He married (2) Myrtle M Mcdougal in 1962. ^[2]Otto passed away in 1998. ^[3]
