Peter, or P.B. as he was sometimes called, was born in 1821, the son of Thomas Carter and Anne McNabb (Kirkland) Ruffin, in North Carolina, where he was raised and lived his life.
On November 10, 1843, P.B. married Mary Rebecca Jones, the daughter of Colonel Cadwallader and Rebecca Edwards (Long) Jones, in Hillsborough, Orange County, North Carolina. They would settle in Orange County and have a large family as follows:

According to the US Census records, in 1850 P.B. worked as a merchant. In 1860 he was the treasurer for a North Carolina railroad. In 1870 he was the company's bookkeeper and then in 1880 P.B. was the Secretary Treasurer for the railroad.
In 1878 Mary passed away while P.B. would live on until 1900, passing away at 79. His body is buried next to Mary's in the Saint Matthews Episcopal Church Cemetery in Hillsborough, Orange County, North Carolina.
