Annette grew up in San Francisco where she attended Grant Elementary School and Lowell High School. She became the first female student body president at Lowell. She graduated from UC Berkeley, Class of 1920 and was a member of Gamma Phi Beta Sorority. Annette had an older sister, Elizabeth Mary, who was born, 31 October 1893, in San Francisco. Elizabeth also attended University. Elizabeth was believed to have married (Carey). (further research required) Annette had three children. Donald, Elizabeth (Betty) and Arthur (Art).

SOCIAL ACTIVITIES. Miss Annette Ruggles, the daughter of Mr. and Mrs. James D. Ruggles, was hostess at tea at her home on Baker street on Saturday. One hundred and fifty of the friends of the hostess from both sides of the bay called during the afternoon. Receiving with the hostess and Mrs. Ruggles were Mrs. Charles J. DAUGHTER ENGAGED. At a handsomely appointed supper, a recent affair given by Mr. and Mrs. James D. Ruggles at their home on Russell street, in Berkeley, announcement was made of the engagement of their daughter, Miss Annette Ruggles, to Arthur Boole Wellington, son of the Arthur Wellingtons of San Francisco. Since her graduation from the University of California, where she has been prominently identified with undergraduate activities, Miss Ruggles has been engaged in social service work carried on under the auspices of the University Hospital in San Francisco. She is a member of the Gamma Phi Beta sorority and has a host of friends on both sides of the bay. Her father, James D. Ruggles, is secretary of the Bank of California. Arthur Boole Wellington, a former Stanford University man, is associated in business with a transportation and lumber firm in Sacramento, where he has been making his home for the last few years. The wedding will take place in February at the Ruggles home in Berkeley, and after a brief wedding trip the young couple will make their home at Crystal Lake in the Sierra, where the bridegroom's business interests will take him. One of the large affairs to be given for the bride-elect is the tea which Mrs. W. R. P. Clark is giving at her home in town on February 3. Miss Marjorie Lovegrove, fiancee of Dohrmann Pischel, will share the honors with Miss Ruggles.
