James Rule was born on January 17, 1796 in Illogan, Cornwall, England.
James married Mary May Gliddon (born in 1791 in Launceston, Cornwall). Their daughter was Maraquita Locarria Patricia Rule (1829–1910).
James died on June 23, 1872 in Richmond, Colony of Victoria, aged 76.
