Thomas involved himself in local politics for the purpose of trying to improve his own neighbourhood. The following articles were in the local papers.:
ORDINARY MONTHLY MEETING., Monday, 29th March, 1915. ..... DEPUTATION., Cr White introduced Messrs James Lawrey and John McMahon, of Kinglake. Mr Lawrey said a petition had been sent in which explained what they required. The petition, which was signed by Thos. Russell and eight others, was read by the Secretary, and was as follows:--We beg to draw attention to the steep grade on the hill at No. 1 Creek, and to ask that it be either cut down or a deviation made, as at the present time we have to half-load over this hill. Mr Lawrey, in addressing the Council, said the steep grade not only affected those who had signed the petition but the general public also, as it was a main road. In the late Mr Wingrove's time an agitation was got up over the same matter, and advocated by the late ex-Cr Lindsay Beale, with the result that it was metalled, but this was over twenty years ago, and as the grade was 1 in 7 they could understand that now the metal had all been washed away, and the road was in a worse state than ever. ......[3]
ORDINARY MONTHLY MEETING., Monday, 2nd August, 1915. ...... Kinglake Road., From J. J. McMahon, making claim for 2 days' work done on the Kinglake road, also for 5s for cutting off tree, also pointing out that the road the north side of the State School was impassable, and he had to clear 20 chains of a road there before he could get out, for which he was making no claim, as it went through private property and the reserve. From T. Russell, Kinglake, also drawing attention to bad state of road from No 1 culvert to J. W. Lawrey's nursery. Cr Bath said the road was in a very bad state and suggested corduroying about two chains from the present corduroy to the ridge.--Cr Fitch moved that Mr McMahon's claim be paid, and that about 2 chains of corduroy be put down.--Seconded by Cr White and carried. ....[4]
(FROM OUR CORRESPONDENT.) On Wednesday afternoon, 4th inst., the Pruning Competition arranged by the Yarra Glen Horticultural Society, took place in Mr. J. Hubbard's orchard. The judges were Mr. Hammond (Orchard Inspector for the district), and Mr. T. Russell (Nurseryman of Kinglake). Seven competitors took part in the competition, pruning four trees apiece. ......[5]

The Yarra Glen Agricultural and Horticultural Society held their pruning competition on the 21st inst., at Mr Partington's orchard at the Pinnacles, which lies in a splendid orchard valley between Steel's Creek and Dixon's Creek. There was a keen contest amongst the competitors. Mr J. Lorimer, of Diamond Creek, and Mr Bassett, from the same place, acted as judges with Mr T. Russell, of Kinglake. .....[6]

Growers and Crops. Growers who have manifested unbounded faith in the value of the Kinglake tableland, as regards the production of seeded fruits and potatoes, are Messrs B. M. Crockford, C. Exton and Sons, J. Murphy, A. Mills, C. Carlisle, F. North, A. Chalmers, A. Orchard, James McMahon, J. J. McMahon, J. Lawrey, W. G. Gray, T. Russell, E. J. Power and N. Bray. There are, of course, many others engaged in the raspberry and gooseberry industry. .....[7]

The Yarra Glen A.F.G. Society held a pruning competition on Saturday afternoon last, 20th inst., at Mr. Clarkson's orchard, situated between Dixon's Creek and Steel's Creek. .... Messrs. Hatfield, of Box Hill, and T. Russell, of Kinglake, acted as judges, and gave every satisfaction. ......[9]
ORDINARY MONTHLY MEETING., Monday, 5th August, 1918., ..... Kinglake Road., From Thos. Russell, Kinglake, acknowledging Council's letter of the 2nd ult., authorising him to arrange for the expenditure of an amount not exceeding L5 on repairs to the road between Lawrey's and Thomson's hotel.--Received, Cr Gray remarking that Mr Russell had done excellent work. .....[10]
KINGLAKE, Tuesday.--A terrific bush fire broke out here on Saturday, and swept with great force over Kinglake, doing a considerable amount of damage. Mr. James Lawrey, nurseryman, lost a large barn and a great quantity of fencing and trees. Mr. Russell's nursery also suffered, and a packing shed was burnt. The damage is estimated at L1000.[11]
(FROM A CORRESPONDENT) Several terrific bush fires broke out at Kinglake last Saturday, doing a considerable amount of damage. One swept along the Yea road, taking everything as it went. It burnt Mr Glassborrow's and Mr T. Wright's homesteads, outbuildings, and fruit trees. Luckily no one was living in either place. It then went to Mr Russell's, where it burnt his packing shed and did some damage to his fruit trees, afterwards sweeping on to Mr. James Lawrey's, burning his barn and stables. .......[12]
ORDINARY MONTHLY MEETING., Monday, 3rd April, 1920. Hall's Deviation., The President introduced Mr Field, who, he said, had interviewed the people interested, who had promised to contribute towards the road; also Mr Griffin, who was prepared to sign transfer for small piece of land required.--Mr Field said he had in hand L5 16s towards the road, Mr Haughton would send a cheque for L14 4s, and Mr Russell would send a cheque for L5 as soon as a start was made with the road. The amounts named, with the L6 odd the Council had in hand, would total L32; and others had promised to give something. As the winter was coming on they would like the work done at once.--Mr Field handed in money he had in hand.--Cr White moved that the Engineer have the work done by grader as soon as possible.--Seconded by Cr Smedley and carried.[13]
He passed away in 1950[14], and was buried at Melbourne Cemetery[15], with his son Lloyd.

DEATHS., RUSSELL.--On August 25, at St. Vincent's Hospital, Thomas, of Kinglake East, dearly beloved husband of the late Eva Russell, loving father of Irene (Mrs. Molesworth), Lillian (Mrs. Ransome), Thomas and Lloyd, aged 80 years. R.I.P.[16][17]
DEATHS., RUSSELL.--On August 25, at St. Vincent's Hospital, Thomas, the loved friend of Bill Reid and Vera Gilmore. One of the best. Sadly missed.[18]
