Jacob was born in 1716. He is the son of John Rutsen and Catharine Beekman.

Kingston baptism notice for Jacob Apr. 29 1716, # 2387 in Hoes, lists parents as Johannes Rutsz and Catryntjen Beekman. Witnesses were Jacob Rutsz sen. and Marretjen Hansen.

Kingston marriage notice Nov. 24 1737, #861 in Hoes, for Jacob Rutsen jr. and Allada Livingston says both parties are residents of Ulster Co.
