Charles was born in 1922. He was the son of Harold Rutter and Ruth Doucett. He passed away in 1944 Son of Mr. & Mrs. Harold Hugh Rutter, Sr.

Charles served as a Aviation Ordnanceman Third Class, Bombing Squardron VB 131, U.S. Navy during World War II.

He resided in Portland, Cumberland County, Maine prior to the war.

Charles was declared "Missing In Action" when the plane he was on was shot down during the war. He was awarded the Purple Heart.
