Charles was born in 1931 in California.
His parents were Luis Arayza Salgado 1908–1991, born in Mexico, and Ruth Elizabeth Van Wagner 1909–1997 born in New Mexico.
He married Arlette Holmes, daughter of Yates Holmes and Marcelle Peclet.
He passed away in 2019.
