Edwin O. Savage was born on April 1, 1842 in Chester, Penobscot, Maine, United States. His parents were George William Savage (1806 - 1879) and Elizabeth Susan Beatham (1812 - 1880).

Edwin married Pamelia Augusta Hatch (1836 - 1879) on June 11, 1861.
