Simon was born in 1858, the second child and son of Nelson Webber and Caroline (Blanchard) Scribner, in Washington County Maine.
On August 11, 1875, Simon married Ada M. Kneeland in Topfield, Maine. Ada was the daughter of Obed and Eliza (Hannonell) Kneeland.
The couple settled in Kossuth, Maine, where Simon farmed. They would have ten of their eleven children while in Kossuth. Simon and Ada left Maine in around 1895 and traveled nearly 2,000 miles overland to Reedsburg, Wisconsin, and then on to Mellen, Wisconsin, where they purchased farmland and lived out their lives.

Simon would live until 1946, passing away at 79 years of age. His body is buried in the Mellen Union Cemetery in Mellen, Ashland County, Wisconsin, along with Ada and several of their family members.
