1900 census Oshkosh, Winnebago County, Wisconsin, single male born in Wisconsin with residence in the Northern Hospital for the Insane. Education categories indicate he could read and write English.
The following notes are excerpts from records for Samuel Scriven received from the Winnebago Mental Health Institute on 7 Sep 2010.  
Samuel was 5' 9 1/2" tall, weighed 146 lbs, had blue eyes and dark hair.
 ?Certificate states that after an injury to the head 18 yrs ago patient ran away and kept in hiding, that patient is brooding over imaginary wrongs, is cunning, and viscious that he attempted murder on a fellow convict by cutting his throat, that he premeditates deeds of this character, that his physical condition has been the same as at present.
Nov 20 - Says he don't understand why he was brought here - that he is not insane.  Inclined toward melancholia but is beginning to be more sociable.
Dec 6 - Melancholic but always polite and orderly.
1900, Feb 11 - Made an assault on his room-mate (Peter Nelson, Racine) striking him with a chamber and inflicting a gash one inch long over right cheek bone.
Feb 12 - Is inclined to be surly, and claims that he was annoyed last night by other patients. 
Feb 22 - made an unsuccessful attempt to elope this afternoon.
May 15 - Eloped while working outdoors with ward.
May 29 - Returned tonight by attd Arthur Flint.
June 12 - Made an unsuccessful attempt to elope this afternoon.  When returned to the war was ugly and combative. 
Oct 22 - Irritable at times.  Plays cards a great part of the time that he is on the ward.  Works well when sent outside.
Nov 3 - Seems somewhat excited at present.  Asked if slavery was allowed in Wisconsin - Demands that he be released. 
The following information was obtained from the warden?s office at the Waupun State Prison.  Samuel was sentenced to 20 years in prison for rape on May 12, 1898 at a circuit court for Vernon County in LaCrosse, WI.   Mrs. S. J. Scriven, Viroqua, Wis, is listed on his prison record.  He was transferred from prison to the N. Hospital for the Insane at Winnebago, WI on Nov. 14, 1899.  On July 15, 1905, he was returned to the Waupun State Prison.  He appears to have had his sentence reduced and apparently was released from prison on Aug 12, 1909.  His whereabouts from that time until his death are unknown.  He was incarcerated about eleven years.
