Frank was Ho-Chunk.

Frank was born about 1863, although the 1910 Federal census suggests the date 1867.

The 1898 census records Frank's clan name as Ma-na-pay-hun-kaw, which is for Mąną́pĕhųka, from mąną́pĕ, "soldier, warrior, police"; hųk, "chief"; and -ka, a definite article suffix used in personal names. This is a fairly common name in the Bear Clan, whose function was that of mąną́pĕ, "police."

The name "Whitewood" is often found in the middle name position in the Seymour clan. This is the well attested Bear Clan name, Nąsąnehíga, from , "wood, tree"; sąne, "white, pale"; hi, a causative; -ga, a definite article suffix used in personal names. The most parsimonious translation of the name would be "Makes the Wood White," which is what bears do when they scratch the bark off trees. Dropping the causative, "White-wood" would be the literal translation.

The 1910 Federal census names his mother as "White Wing Woman." His wife is named as "Mary Hall," born in 1870. Their children are:

Louis, b. 1895
Michael (Max), b. 1897
May, b. 1900

Frank spoke only Hocąk and could not read or write English. (1900 census)

He passed away about 1914.
