Born on 22 February 1800 Richard Seymour-Conway was the eldest son of Francis Seymour-Conway Earl of Yarmouth and his wife, Maria Fagnani. He was privately educated before going to Exeter College, Oxford in 1818. In 1822 he was returned to Parliament as member for County Antrim. He succeeded his father as 4th Marquess of Hertford on 1 March 1842.

He died unmarried on 25 August 1870.
