Could not find the site that recorded that His Honor the Mayor performed the marr. ceremony, but LDS had the citation confirming the date. I initially thought Walter Bowne did this as a favor to his niece or sister (Jenkins), but it turns out the Mayor was quite related to Phebe. DCJ-761
