Tupper was born on 18 June 1875 in West Virginia, USA. He was the son of Charles B Shreve Sr and Arina V. (Layman) Shreve.[1]
When Tupper was 24 he married Texa J. Montony on 21 September 1899 in Pendleton, West Virginia, USA.[1]

Between 1917 and 1918 Tupper (age about 41) was living in Braxton, West Virginia.[3]

Tupper died at the age of 62 on 5 February 1938 in Weston, Lewis County, West Virginia, USA and was buried in Braxton County, West Virginia, USA.[5]
