James Fowler Simmons, son of Davis Simmons & Elizabeth, was born on 11 September 1795 in Little Compton, Newport, Rhode Island, United States.[2]
James F Simmons married Eliza Randall on 26 October 1820 in Johnston, Rhode Island, United States.[3]
His wife Eliza died in 1832. The widower married Sarah Scott Whipple about 1835.
James received a good English education, and was first a farmer, and subsequently a manufacturer. He was a member of the state house of representatives from 1828 till 1841, when he was chosen to the U. S. senate, and served from 31 May of the latter year till 3 March, 1847. Ten years later he was again elected to the senate as a Whig for the full term from 4 March, 1857. but he resigned in 1862. [4]

The Hon. James F. Simmons died Thursday afternoon at his residence in Johnson, R.I., in the 70th year of his age.[6] James Fowler Simmons was mentioned on a memorial in North Burial Ground, Providence, Providence County, Rhode Island, United States with a death date of 10 July 1864.[7]
