William was born on 16 July 1880 in Belfast, Ireland. He was the son of Alexander Skelly, a yarn bundler, and Elizabeth Gordon. His parents were living at 60 Pernau Street in Belfast, at the time of his birth. ^{[1] [2]}

In 1901 the Skelly family lived in Woodvale Street, Belfast (Shankill Ward), Antrim, Ireland. In the 1901 Ireland Census, William, age 20, was with his parents and 11 siblings. He was a mechanic in iron works. ^[3]
