It is commonly held that Phebe b. 1786 and her sister Nancy b. 1788 are daughters of Milly Slinker and Barnett Payne, and not daughters of Frederick, because their marriage records, while authorized by Frederick, do not specify that he is their father. The family tradition that Milly had two daughters fits this as well, but this all ignores three important points: Phebe and Nancy's birthdates and the testimony of Milly herself, and Milly's age.
If Phebe and Nancy were her daughters, she would have been living irregularly with Barnett for over 10 years. Not unheard of, but there also exist Mildred Slinker b. 1793 and Cenia Slinker b. 1794, both without known fathers, and their birthdates much more closely match that of Milly's known sons Andrew Slinker b. 1797 and Barnett Slinker b. 1801-1810. Also, about 1803, Milly Slinker tesified in the case of the contested will of Barnett's father, Joseph. In it, she states that she had been "living with Joseph Payne seven or eight years".
Meaning, she would have been living with him (and we can assume Barnett) since about 1795-6. This coincides much more closely with the idea that Mildred and Cenia are her daughters. The final problem is that Milly was probably born 1771-1775 (the 1820 census says she was born before 1775, and the 1830 says between 1771-1780). This would have made her between 11-15 when Phebe was born and 13-17 whan Nancy was born. She would have been 18-22 when Mildred was born.
From the Green County, Kentucky Tax Books of 1808, there are the following Slinkers:
Henry Slinker is a son of Frederick. Henry was b. 1783 and is thus too young to be Phebe's father. Christopher Slinker is her husband to be, John Slinker on L. Barren is Christopher's brother. He was b. 1788, and is too young to be Phebe's father. John Slinker is Christopher's father and Frederick's brother. Phebe would not have married her brother. According to their father's 1795 will, (see Slinker-8), John and Frederick were his only sons and so she is not Frederick's niece.
Frederick, who signed the marriage bond is likely her father.
