Frank was born in 1904. He was the son of John Smith and Sarah Ward (aka Sarah Prince). He was at home with his parents in Beaverdam township, Haywood County, NC, at the times of the 1910 and 1920 censuses. (See images.)
According to an obituary published in the St. Petersburg Times, he married Carmen Fernandez and they had a son and two daughters.
