Background

Wyandots who took land allotments in Kansas under provisions of Ratified Indian Treaty 285: Wyandot - Washington, DC, January 31, 1855, became known as "Citizen or Absentee Wyandotte Indians." [1] Subsequent acts of Congress (Act of August 15, 1894, 28 Stat. 266, 301; Act of June 10, 1896, 29 Stat. 321) were intended to rectify challenges many of the Wyandots encountered in trying to secure their land allotments. [2]

The 1896 'Olive Roll'

The Census of the Absentee or Citizen Wyandotte Indians, taken by Joel T. Olive, special and disbursing United States Indian agent, November 18, 1896, also known as the 'Olive Roll,' was prepared under the provisions of the Act of June 10, 1896, 29 Stat. 321. [2]

Under the Act of April 28, 1904 (33 Stat. 519, Ch. 1767), persons included on the Olive Roll were entitled to take allotments of 80 acres of public lands to satisfy previous treaty obligations. The Olive Roll was published in a 1904 Circular from the Department of the Interior, General Land Office, that provided the names of Wyandotte Indians entitled to selection of allotments, and the rules governing the applications.

In 1982 the U.S. Congress passed Statute at Large 96 Stat. 1813 - Public Law 97-371, which provided for a distribution of funds to "the absentee Wyandotte descendants...lineally descended from persons on, the "Census of Absentee or Citizen Wyandotte Indians" compiled by Joel T. Olive, dated November 18, 1896, as corrected in circular of October 28,1904, by W. A. Richards, Commissioner of the General Land Office...." [3]

Although the actual "Olive Roll" is purportedly held at the National Archives, I have not been able to locate it in the NARA Catalog or holdings. C. A. Buser's research notes suggest it may be held at NARA Kansas City. [4]

The "circular of October 28,1904, by W. A. Richards, Commissioner of the General Land Office" is available at the National Archives in Washington, DC. [5] Per the transmittal from the NARA Research Archivist, "The circular reprints the 1896 census of the Wyandot taken by Joel T. Olive."

I certify, on honor, that the foregoing list of Absentee Wyandotte Indians was made by me, in conformity with instructions in writing, and given me personally by the Honorable Commissioner of Indian Affairs, "Land 38155, 1896," and dated November 5, 1896; and that it is, pages 1 to 8, inclusive, a correct roll of all Absentee Wyandotte Indians who are entitled to the benefits of the said act of Congress of June 10, 1896.
