In 1969 the Daily Mirror published an account which purported to be from a fictional newspaper article in the London Gazette said to have been published in 1788. It suggested it was a full list of all First Fleet convicts and was transcribed by Barbara Turner in 1992. Whilst the accuracy of the list cannot be relied upon, you can find it here.
It appears to be based on a Public Record Office list which in 1969 was available on microform at Mitchell Library, Sydney and has now been digitised AJCP PRO HO 10/7
