What would the flag for Syria have been in that time period, from 1866 to 1903?

Checking the CIA site, on the flag page, the following got me back to 1958:

It seems maybe the timeframe you're looking at, it would be "Ottoman Syria" (and the flag then would be the Flag of the Ottoman Empire)? https://en.wikipedia.org/wiki/Ottoman_Syria
If so, that flag looks to me to be the same as the Flag of Turkey: https://www.wikitree.com/photo/png/European_Flags-24 ... and the footnote on the flag on Space: European Flags confirms it.
So the file name would be European_Flags-24.png
